It cannot be used without a shunt resistor at high currents. If you connect it to the circuit, it will burn immediately, so it is used together with the shunt resistor.

 

Shunt Resistors usually have a small, well-defined resistance so as not to affect the current they are measuring. A shunt resistor typically differs from a regular resistor in that it has one or more metal strips of two large terminals associated with them. The resistance of a metal is inversely proportional to its cross-sectional area, so the shunt resistor shows more strips, lowering the resistance.
